President and Deputy Secretary of the Party Committee: LIU Sanjiang

Member of CPC, Senior Engineer, Lawyer

M.E. in material science and engineering from Beijing Institute of Technology and Ph.D. in public economics and

management from Wuhan University.

Liu Sanjiang has served as deputy director of China Special Equipment Inspection and Research Institute (CSEI) Human

Resources Department, director of CSEI General Office, consultant and director of the comprehensive division of the

Special Equipment Safety Administration Bureau (SESA) of former AQSIQ, director of the Policy and Regulation Research

Office and deputy director of the General Office of the Standardization Administration of the P. R. China (SAC). In 2014,

Liu was appointed as vice president of CESI. In 2016, he joined in the Third Assist Qinghai Project initiated by the

central government, and was appointed as deputy director general and member of the Party Leadership Group of Qinghai

Provincial Quality and Technical Supervision Bureau. Liu Sanjiang took the position as president and deputy secretary

of the Party Committee of CSEI at the beginning of 2019.

Secretary of the Party Committee and Vice President : GUO Yuanliang

Member of CPC, Research Professor

B.E. of thermal engineering from Xi'an Jiaotong University, and further professional education in Germany from

1988 to 1989.

Guo Yuanliang served as deputy department director, department director of Special Equipment Safety Administration

Bureau (SESA) of former AQSIQ , vice president of CSEI , and vice mayor of Qinzhou city . In 2010, Guo Yuanliang

was appointed as secretary of the Party Committee and vice president of CSEI.

Vice President : CHU Xiao

Chu Xiao served as department director, director of the Administration Department, deputy secretary of the Party

Committee and secretary of the Discipline Inspection Commission of CSEI. In 2015, Chu Xiao was appointed as vice

president of CSEI.

Vice President : Shen Gongtian

Member of CPC, Research Professor

Ph.D. in material processing engineering from Tsinghua University.

He successively served as deputy department director, department director, and deputy chief engineer of CSEI. In 2011,

Shen Gongtian was appointed as vice president of CSEI.

Vice President and Chief Engineer : XIE Tiejun

Member of CPC, Research Professor

M.E. from the Department of Chemical Machinery of Dalian University of Technology.

Xie Tiejun served as department deputy director, department director, and deputy chief engineer of CSEI. In 2012, Xie Tiejun

was appointed as vice president of CSEI.

Deputy Secretary of the Party Committee and Secretary of the Discipline Inspection Commission: XIU Changzheng

Member of CPC, Senior Engineer

B.E. from the Mechanical Engineering Department of Xi'an Jiaotong University in 1986, and M.A. in mechanical science and

industrial engineering from Huazhong University of Science and Technology in 2009.

Xiu Changzheng has been an engineer of the Boiler and Pressure Vessel Inspection and Research Center of the Ministry of

Labor, director of the Pipeline Department of the Occupational Bureau of the Ministry of Labor, Assistant consultant

of the Vessel and Pipeline Department of the Boiler Bureau of the State Bureau of Quality and Technical Supervision,

deputy director of the Pressure Pipeline Department and director of the Pressure Pipeline and Gas Cylinder Department

of the Special Equipment Safety Administration Bureau (SESA) of former AQSIQ. In Oct. 2015, Xiu Changzheng was appointed

as deputy secretary of the Party Committee and secretary of the discipline inspection commission of CSEI.

Vice President: LI Jun

M.E. in thermal engineering from Huazhong University of Science and Technology.

Li Jun has been the principle staff member of the Boiler Department, deputy director and director of the Boiler and

Pressure Vessel Department, director of the Comprehensive Department of the Special Equipment Safety Administration

Bureau (SESA) of former AQSIQ, and director of the Comprehensive Department of SESA of the newly formed State

Administration for Market Regulation (SAMR). In June 2019, Li Jun took up the post as vice president of CSEI.

Vice President : HE Renyang

Member of CPC, Research Professor

Ph.D. in mechanical design and theory from China University of Petroleum (Beijing).

He Renyang served as engineer, deputy director, and director of Pressure Pipeline Department of CSEI. In June 2019, He

Renyang was appointed as vice president of CSEI.
