On October 27-28, the Second National Pressure Equipment (like pressure piping) Safe Operation and Inspection Evaluation Technique Seminar, which was jointly hosted by Pressure Equipment Committee of CSCP, China Association of Special Equipment Inspection and Special Equipment and Technology Collaboration Platform, was held in Chengdu City, Sichuan Province. Mr. Gao Jixuan, the deputy director general of Special Equipment Safety Supervision Bureau of AQSIQ, Mr. Lin Shuqing, the president of CSEI, He Chenghou, the head of Chemical Division of Sinopec, Li Xiaogang, the vice chairman and secretary general of CSCP, Xu Feng, the head of piping and cylinder division of Special Equipment Safety Supervision Bureau of AQSIQ, Yang Peng, the head of Special Equipment Safety Supervision Division of Quality and Technical Supervision of Sichuan Province and other officials attended the ceremony and made a speech.

About 230 representatives from quality inspection units, Sinopec, CNPC, CNOOC, city gas company, institutions of higher learning, scientific research institution, inspection bodies, exhibitors as well as other piping industry and groups attended the conference and jointly discussed the problems existing in the safe operation of pressure equipment like pressure piping to explore the solutions and share advanced experience from the perspective of municipal administration, business management, safety ensuring technology and so on.

At the conference, Mr. Gao Jixuan, on behalf of Special Equipment Safety Supervision Bureau, expressed congratulations to the opening of this conference and introduced the top design scheme of our nation’s special equipment safety supervision from formulating background, general thought, main content and other aspects. Mr. Lin Shuqing made a keynote speech regarding the ultrasonic non-destructive testing and micro damage testing key technology research and instrument development to the metal materials, he also introduced to the representatives presenting at the conference the basic situation of our nation’s special equipment and the developing process of our nation’s special equipment safety supervision and inspection system. Through looking back to the special equipment safety technology work, Mr. Lin Shuqing stated our institution’s engineering-to-laboratory scientific research roadmap, and emphasis was made on ultrasonic non-destructive testing and micro damage testing key technical research and instrument development to the metal material, the 2016 national key research planned project of China. He said, he sincerely hoped that this technique seminar could provide an opportunity for those who were engaged on the safety security work of pressure equipment like pressure piping to promote our nation’s safety security technique level of pressure equipment.

A total of 20 experts made keynote speeches at this conference. Mr. Shou Bi’nan, the vice president of CSEI, made a keynote speech on Research on the Risk Control and Key techniques of the high-parameter pressure special equipment，the planned 2016 national key research project of China. This project was a horizontal expanding and vertical deepening of the scientific research ranging from the Seventh Five-year Plan to the Twelfth Five-year Plan of China and was aimed to establish a typical pressure equipment system full life-cycle risk prevention and control technical method system as well as a macroscopic safety risk supervision and accident emergency platform, this research will dramatically enhance our nation’s risk prevention, risk control and risk management ability. Mr. Song Xiaojiang, head of equipment administration division of China Petroleum Processing and Chemical branch company, attended the conference and made a keynote speech, he described the situation China’s petroleum processing management was faced with, the current situation of pressure piping as well as the development and layout of inspection specialized management, and he also spoke highly of the important role played by China Petroleum Processing Equipment Inspection & Detection Centre of CSEI in the inspection specialized management.

The conference set up two sessions respectively which are Operation Maintenance and Integrity Management of Pressure Equipment and Corrosion and Protection, Inspection, Detection and Monitor of Pressure Equipment for the presentation of papers. Experts and scholars at the conference had an in-depth exchange of views on safety operation strategy, corrosion and protection, safety inspection evaluation, operation management as well as other issues of pressure equipment like pressure piping. In addition, the conference also held an exhibition related corrosion and protection system of piping, integrity detection and equipment of piping, inspection and detection instruments of laboratory, safety evaluation program of piping, at the same time, a total of 16 special equipment related enterprises attended the exhibition showing their technique ability and latest products to the representatives at the conference.

This seminar is of critical importance to promote the safety management and technique progress of our nation’s pressure piping and will be beneficial to gather strength to jointly improve our nation’s security assurance technique level of pressure equipment. (Source: pressure piping division)
